Lin-gang unveils policies to advance digital culture industry

To promote high-quality development of digital culture in Shanghai's Lin-gang Special Area, 15 policies have been introduced in four key areas: overseas expansion, technological innovation, content creation, as well as film and television production. The policies will remain in effect until Dec 31, 2027.

I. Facilitate global expansion of digital culture projects

> For digital cultural service projects seeking to expand overseas, support of up to 10 million yuan ($1.43 million) will be granted. Eligible works with significant international influence may receive rewards of up to 500,000 yuan to cover translation and production costs, with annual support capped at 1 million yuan per entity.

> Gaming companies that launch new games overseas are eligible for a one-time reward of 150,000 yuan. For every 3 million yuan in overseas distribution settlement revenue, an additional reward of 80,000 yuan will be granted, with a total annual cap of 1 million yuan per entity.

> The adaptation of original digital content into online literature and other formats for release on major overseas platforms is encouraged. Upon qualification, rewards of up to 500,000 yuan will be granted to the primary producer, with total annual rewards capped at 1 million yuan per entity.

II. Advance technological and platform innovation

> The establishment of R&D centers and platforms for key technologies such as AI-powered creation and virtual engines is encouraged. Support of up to 10 million yuan will be granted upon  evaluation.

> The development of professional live-streaming hubs or platforms is encouraged, with projects eligible for support of up to 10 million yuan.

> Enterprises that integrate live-streaming with cross-border e-commerce and achieve annual live-streaming sales (net of returns) exceeding 100 million yuan may receive rewards of up to 1 million yuan upon qualification.

> For copyright holders conducting overseas copyright transactions of digital culture works, a one-time reward will be granted upon qualification, with a maximum of 500,000 yuan per work and total annual rewards capped at 1 million yuan per entity.

III. Promote excellence in digital content creation

> The creation of original digital content with cultural value is encouraged. For film and television scripts selected for national or Shanghai municipal funding programs, one-time rewards of up to 500,000 yuan and 300,000 yuan will be granted to screenwriters or teams.

> Original works adapted into films or other formats for the first time and which gain market recognition may receive a one-time reward of up to 500,000 yuan, which will be given to the copyright holder upon evaluation.

> For works filmed in at least three locations in Lin-gang, or featuring at least one minute of recognizable footage of the area, a one-time reward of 100,000 yuan will be granted to the primary producer upon evaluation; for works filmed at least five locations in Lin-gang, or featuring at least two minutes of recognizable footage of the area, a one-time reward of 200,000 yuan will be granted; digital cultural works produced in the area may receive rewards not exceeding 5 million yuan.

IV. Support development of digital film and television hub

> Film and television works approved and registered by national industry authorities may receive a one-time reward of up to 300,000 yuan, which will be given to the primary producer, with a total annual cap of 1 million yuan per enterprise.

> Outstanding film and television works that receive international or national awards may receive a one-time reward of up to 2 million yuan, which will be given to the primary producer upon evaluation.

> Post-production companies involved in works that win major international or national awards may receive a one-time reward of up to 1 million yuan upon evaluation.

> The introduction of advanced digital film technologies, information technologies, and equipment is encouraged, as is investment in supporting projects and institutions. Eligible initiatives may receive support of up to 10 million yuan upon evaluation.

> Film and television projects that leverage next-generation technologies and equipment may receive rewards of up to 5 million yuan upon evaluation.

V. Strengthen comprehensive industrial support

> The organization of exhibitions, forums, and other activities related to digital culture is encouraged. Eligible projects may receive rewards of up to 5 million yuan. Each project be rewarded up to three times.

> Eligible platform enterprises may receive rewards of up to 1 million yuan, while startup projects joining the D·SAPRK may enjoy rent-free support for up to three years.

> Support for computing resources will be strengthened, and the cost of using dedicated international data center lines will be reduced.

> The development and operation of youth-focused digital maker communities is encouraged, with flexible subsidies of up to 2,500 yuan per month on offer for aspiring innovators.
