Shanghai is formulating its economic and social development plan for the next five years from 2026 to 2030.

The city will support the Lin-gang Special Area in leveraging its role as a testing ground for reform and opening-up, with a focus on cross-border data flows, offshore finance, and offshore sci-tech innovation, to further develop it as a special economic zone.

Efforts will be made to promote institutional and model innovation in areas such as bonded maintenance, remanufacturing, cross-border e-commerce, and data development, while advancing coordinated and clustered development across the manufacturing supply chain. Tailored support will also be provided for the development of "One Person Companies" in line with local conditions.
