As one of the key components of Shanghai's International Science and Technology Innovation Center, Lin-gang Special Area is developing an innovation ecosystem built on three pillars: talent development, industrial empowerment, and financial support.

Talent-focused policies in Lin-gang are designed to help young professionals settle in the area and grow in tandem with it. First-time interns, employees, and entrepreneurs are eligible for welcome packages worth more than 500 yuan ($71.8), while talent cardholders can enjoy exclusive benefits such as vehicle purchase subsidies and education discounts.

Support is further strengthened through full-cycle subsidies aligned with their particular educational background. Doctoral degree holders can receive comprehensive subsidies of up to 850,000 yuan, master's graduates up to 580,000 yuan, and bachelor's degree holders up to 380,000 yuan.

Complementing these talent policies, industrial support measures are also helping enterprises get off the ground. To reduce startup costs, the area offers startups low-cost office space for up to 36 months, while the "grant-to-investment" pilot program provides funding of up to 5 million yuan.

Meanwhile, entrepreneurs can access training platforms with networking events such as afternoon teas and evening talks to facilitate exchanges of ideas, as well as one-stop service centers offering policy guidance, industry salons, and comprehensive business support.

Financial policies complete the ecosystem by supporting enterprises across their entire lifecycle. A 600-million-yuan fund was set up to assist companies at different stages of development. In addition, insurance programs provide premium subsidies of up to 50 percent, helping small and medium-sized technology firms manage core operational risks.
